No offense, but this doesn't make much sense.  If someone wants to practice
the medieval art of producing, researching and registering arms, we're going
to require them to use a computer to do it?  Yes, of course, we find them
efficient and convenient, but look how we're communicating!  Do you really
think that just because someone can't use a computer that they can't be a
good herald?
