Actually, only a representative group of heralds would need to be able to scan...  submissions could still be drafted the conventional way, and the heralds could scan the submission and send it to interkingdom sources in a digital format for review...

I've already volunteered to set up an online, searchable, dynamically updated heraldry db, but pretty much got ignored, I guess, since it's been about a year...

  No one is saying that these records should never be kept digitally.  In fact, 
  many people, as far as I know, are encouraging this.  But the vast number of 
  prior records that Laurel has in storage mean that this cannot be an 
  overnight thing.  And we are all volunteers at this.  It has to be done in 
  people's spare time.  If you want to help scan any of these prior records in, 
  I'm sure Laurel's office will take volunteers. ;-) 

  (Disclaimer--I'm just basing this off of other discussions I have heard-I'm 
  not on Laurel's staff). 

  Also, a thing to consider.  If we went to an all digital registration 
  process, only those with computers would be able to register names and 
  devices.  And only those who were fairly comfortable with their computers, 
  had access to scanners, etc, or could compose drawings on a graphics software 
  would actually do it.
