If one examines the Laurel files, there are items from the seventies.
The Laurel office has been scanning old files for archival purposes,
but there are copyright issues with distributing the scanned data.
The kingdom must also maintain files; many kingdoms do not have the
resources to scan the files.

Going paperless would have its advantages, but the costs of getting
there are not trivial.

The suggestion leads me to ask if you have actually done something
like what you propose. It sounds good at first blush, but there are
many issues - technical, privacy, copyright - that complicate it 
greatly.
