My lord, I'm talking about inks changing color in a matter of 3
WEEKS, much less the 4 months before Laurel sees them.

Yes, it would.  There is, however, a tiny problem about copyright for
all images (just a mere 16 file cabinets worth) prior to 1997, when
the forms were amended to allow such use.  And even then, there is a
problem with selling information that is clearly marked "for internal
heraldic and scribal purposes."
