Greetings, Your Grace!

The reason for this is the instability of printer inks.  Many times a
color that looks fine when it comes out of the printer will darken,
or fade, or change to something altogether different.  (I remember a
dark purplish-brown that was supposed to be red...)

Every month there are some submissions that are of dubious color.
Almost invariably, these submissions have been created by a color
printer. Other kingdoms have banned the use of color printers or
copiers for submissions for just this reason.

It's just easier to ban them wholesale than try to build and maintain
a list of acceptable colors from all the dozens of different printers
on the market.
