In my reply to the original message, I recommended speaking to Raymond's 
Quiet Press.  www.quietpress.com.  Although I didn't see any collars of 
state on his web site, he does do very good and reasonably priced pieces, 
and he'd probably be willing to talk commission.  After Pennsic would 
probably be best.
