Actually, it can't be ... in a sense.  When you paint your shield, a 
banner, etc.  Sure, it can be any red you want.  But when you submit it, 
it's gotta be pretty dern close to 'Crayola Red'.

I ran into this on my first submission with Blue.

I had used 'pure computer blue' (#0000FF for those that care), and when 
printed on the printer I was using, it was a fairly dark blue.  Not Navy by 
all means, but fairly dark.  This was rejected by the heralds because it 
was too dark, that blue needs to be bright.  So I had to significantly 
lighten the color and submit again ...

So at FIRST, close crayola color does matter ... later on, it becomes less 
significant.
