No, the CoH is not out to dictate what is and is not true red, true blue, 
true green, etc.  Such would be impossible.  Who is to say that PM-4 today 
will look like what PM-4 will 10 years from now?  Your red can be scarlet, 
crimson, or any other hue of red as long as it is the same throughout.  It 
cannot be pink, orange, etc.  All the CoH wishes to prevent is the change 
from one color to another due to poor coloring mediums.
