Because,Your Grace, the colours fade over time.  I have several colour 
printouts in my mundane office, in which the red has become pink and the blue 
purple, almost lavender.  

If someone were to come up with color printer inks that did not fade, this 
problem might be alleviated, but until then we are stuck doing it by hand.

In fact, only certain brands of markers are allowed for colouring, for the 
same reason.
