No this is not the case ...
After May 1, 2001 any person (over the age of 16) that would like to bear water on the field will need to:
+ check in with the MoL (as usual)
+ and EITHER provide proof of membership with waiver (blue card) OR sign a day waiver ... for a $1 fee.
Waterbearers should also provide their contact information to Lady Padraiga, the Kingdom Deputy for Waterbearing. She can be reached at waterbearer at atlantia.sca.org
Chirurgeons, like Marshals, and Ministers of List, will need to maintain membership as they are considered officers (either of a group or at-large). These folks should all be checking in at the MoL table as well.

Seems a little strange to me, but that's alright, I love to
