This much wasn't mentioned in Curia, but is certainly the policy of the
Kingdom Marshal (can't call them "Earl"...).

It was announced at the marshals' meeting at Unevent.  As I understand
it, it's for combatants, not attendees and the waivers will be kept by
the local marshal.
