While one may always write the Crown with advice, the section of kingdom law
regarding baronial pollings is worded rather severly. The Crown is nominally
obliged to include all valid polling responses in their evaluation of the
candidates. However, they are not obliged to include other (unsolicited)
advice in their evaluation. For someone in this hypothetical unlisted,
interior zip code, this amounts to taking away their voice.
Section 5.4 of kingdom law, addressing the conduct of pollings, does not
allow room for reasonable flexibility.

On the other hand, it now falls to the local seneschal to ensure that all
appropriate zip codes are included in a request. So long as it is not
difficult for the local group to amend their zip code list to include
the new zip codes that crop up, there is no systemic problem.
