As far as the College of Arms is concerned, it's fairly easy to decide if
a mundane person or group or location is prominent enough for their NAME
to be protected by the SCA. The relevant question is: Does the person/
group/place have his/her/its/their own separate entry in general
encyclopediae?
If the answer is "yes" then the name cannot be registered (conflict);
if the answer is "no" then it can.
