The answer to that, is to instruct your campers in the technique called a Navy shower.  Turn the water on, get wet, turn the water off, lather up, and turn it back on to rinse.  

I know that if the air is chilly, this may not be altogether feasible, though.

Courtesy would also cause good gentles not to linger over-long in the shower, so as not to keep their fellows waiting.
