You can get a pump attachment for the "flash" water heaters and bypass the
issues with water pressure. Theoretically you could fill a five gallon
carboy with water, submerge the pump and have a hot shower that isn't
dependent on the water pressure. Our camp is looking into one of these to
replace our current shower bag-based camp shower.
They definitely aren't up for serving 200 people though -- 20-30 is more
reasonable.
