[MR] Notes on Court

As you may have noticed, We have chosen to give circlets to our
reciepients of Awards of Arms, and Grants of Arms.  Although We understand
that sumptuary laws are not in effect in Atlantia, We wished to have some
physical representation to raising someone to the nobility of Atlantia. We
wish to let the populace know that this does not mean that We are
instituting sumptuary laws in Atlantia.  Since many Kingdoms use circlets,
We feel that placing a circlet on the head of one who is being raised to
the nobility in Atlantia is a nice addition to Our court. 
If anyone has any questions, concerns or comments, please feel free to let
