EeeEeP!  PLEASE *don't* "just go to the web page and pick one"!

Please go to the web page, pick one out and write me to *ask* if it can be
assigned to you.  :)  I will *usually* say yes.

There are only a few reasons why it couldn't be assigned to you - the
primary reason being that it's already assigned to someone else.  The
on-line db is like a snapshot of what the public parts of the database
looked like on August 20th... my local db is updated constantly.

The next time we post the updated backlog it will be with much stronger
warnings to that effect - we have had a few problems in the last few months
with duplicative effort.  Yikes!
