The key is "did the honor conveyed include a new level of armigerousness?"
For example, someone whose first award is a Pearl will need a registered
name and device to do the scroll because it includes an Award of Arms.
Induction in to the Landed Baronage includes a Grant of Arms. If you
already hold a higher level, you don't get the lower level. For example,
were I to become Baron of Lower Ormond, I would _not_ get a Grant of 
Arms because I hold arms by letters patent (and already have a grant
as well). Kingdom law does mention which awards come with an AoA.
