     Unto the Crown, Populace, and Heralds of Atlantia, greetings
from Lady Alanna Volchevo Lesa!

With Triton's concurrence, I am making one of the most difficult and
potentially unpopular decisions this office has ever made.  Many
times in the past my predecessors and I have asked that armory
submissions generated on a computer NOT be printed out in color; we
have said that a computer generated outline is fine, but please color
it by hand with Crayola markers or some other acceptable medium.  The
reason for this is the instability of printer inks.  Many times a
color that looks fine when it comes out of the printer will darken,
or fade, or change to something altogether different.  (I remember a
dark purplish-brown that was supposed to be red...)

Every month there are some submissions that are of dubious color.
Almost invariably, these submissions have been created by a color
printer. Other kingdoms have banned the use of color printers or
copiers for submissions for just this reason.

Atlantia is following suit.  After 30 June 2001 Golden Dolphin will
no longer accept armory submissions that have been 'colored' with a
computer graphics program and printed in color, nor submissions that
have utilized color copiers.  We will continue to accept outlines
that have been done on a computer, but they MUST be colored by hand
with an acceptable medium.  Acceptable mediums are Crayola Classic
markers, Prang markers, dark colored pencil, and crayon.
Highlighters and pastel colored pencil are not acceptable mediums.
Whatever the medium, colors must be true heraldic colors, not pastels
or fluorescents.

I realize that many people will be upset by this ruling — but I
believe that it is more upsetting to be told 7 months down the road
"Sorry, Laurel Queen of Arms is returning this because it is not red,
it's brown."
