I don't think it is a problem.  How often has it happened?  Never before in 
Atlantia.

If it had affected Anton's rank--if this had been his first or second 
reign--then he, or the Crown, or the Seneschal, or the whole Kingdom, could 
appeal to the board.  As the Middle appealed to the board to grant Prince 
Jafar the title of Duke.

The Board might not decide to award the rank; but there is an appeal 
process.

I should think it would be between the stepping-down Crown, the stepping-up 
Crown, the Kingdom and SCA Seneschals, and the BoD.
