This is not quite true.  First, as Master Herveus pointed out, three
of these can be armigerous (as can the one that I notice to be
missing, the White Scarf of Atlantia), although that can be handled by
presenting two scrolls (one for the order and one for the AOA).
Second, while non-armigerous awards do not require registered armory,
they do require a registered name for an official scroll.
