If you want to comment on it, do it in writing and be extremely precise in the
points you make.  Bulleted items are good.  Saying "I think this rule sucks"
doesn't carry any weight and isn't the point of a public comment period.  You've
got to say WHY it sucks. :)

Realistically, it's unlikely any of us who aren't lawyers dealing in federal
regulations can make meaningful commentary on this rule, but as a citizen you
are certainly entitled to speak up.
