[Archers] Updates to important Archery documents

Good evening again my Brothers and Sisters of the Bow, since I can't seem to
get any updates on the web site over the last few months,  I don't want to
wait any longer to get these updates out to you all. There have been updates
to the Target Archery Handbook as well as the teaching materials as well.
