I was actually thinking along the same lines, timing wise.  I know we sometimes adjust times or youth and lower RR ranked at events so it seems, if MIC's at events and practices agree, that this should be a consideration.  I also agree with Terasu and teach that # of bolts/arrows alone is not as important as scoring/accurate bolts/arrows in speed rounds.
