Baron, I have to disagree with your disagreement :) I think you are reading
too much into what I said, no one is "measured" per se, but as the
description reads as COG pointed out, I think it is reasonable to ask that
an archer try to obtain a rank in the middle of the ranking system to meet
those words. It is not the end all be all for consideration and I don't
believe I ever said that. With that said, we need some sort of "bar"
otherwise we would just be simply handing these out and I don't see how that
helps the order at all? Im sure if there were an instance where a candidate
was more than worthy and unable for some reason to obtain proficiency with
the bow, an exception would be made.

I have to disagree - skill with a bow is only a part of what we should be
looking for and, as one not all that skillful, I object too being measured
by my RR scores.
