Well, nothing says that a 'training replacement' needs to be there for a
full 3 years of the office :) - It's somewhat common for said people to
just sign on in the last year.

However, also take into account:

* The DEM serves at the KEM's behest.  Therefore, there is no promise
that just because you've been an Emergency Drop Dead, that you will be
accepted as DEM.  It's up to the KEM who they want in their staff as
their deputies.   However obviously they, if doing their job well, will
listen HEAVILY to their current DEMs

* It's GOOD to have a longterm, slow turnover of such things.  As it
allows anyone in a martial activity to have a fairly stable set of rules
& leadership.  Instead of it bouncing rapidly from person to person, who
each may have their own agenda & changes they wish to make.

* While the term is 3 years, that's just the 'maximum'.  No-one can be
forced to stay longer than they wish.  It is a volunteer organization
afterall :)
