[Archers] Decision on Deputy Kingdom Earl Marshal for Target Archery

I have given my counsel to Master Roland, and a final decision has been
made.

Lord Christophe of Grey will be the new Deputy Kingdom Earl Marshal for
Target Archery.

The hand-off will occur at the end of Pennsic.

I want to thank everything who applied, and to encourage everyone to
help support Christophe in his new position.
