[Archers] Target Archery Badge

As Dealla said ... In Atlantia, currently, we have been told to wear 
crossed swords, as we are 'marshals', and all marshalls will wear crossed 
swords.  This was Galmir's ruling, and I have not heard of it being overturned.

Also that it had to be worn on a tabard ... not a sash, not anything 
else.  (I remember alot of rapier folks being upset at that one, not 
wanting to have to wear an early period tabard, with their late period garb.)

Although that shouldn't stop anyone (read: Ignacio) From talking to our 
current KEM about it, and seeing if we could possibly get our own badge ... 
just as Middle Kingdom does.
