[Atlantia-Announce] Scribal assignment O&A site

Good morning!

   In the Clerk Signet meeting at Unevent today, we talked about the
occasional Arms/ name changes that don't get transferred into our Kingdom
OP system. In order to hopefully  prevent future name/Arm mistakes on
scrolls, we are asking that all scribes start using the O&A to look at
their recipient's information for every assignment.
